Arnold Nagy-Jakab fined $25,000 on five Whitby pleas, a Brampton trial convicts three on 16 counts, and a Cornwall dealer pleads to s. 4(3)

Arnold Nagy-Jakab pleaded guilty in Whitby on September 2, 2026 to five counts of acting as a motor vehicle dealer without registration under s. 4(1)(a) of the MVDA, $5,000 each. Whitby: five pleas from a 15-count Information
The endorsed Information on Nagy-Jakab’s rows, laid by an OMVIC provincial offences officer, charged him with ten counts of acting as an unregistered dealer and five Consumer Protection Act, 2002 counts of making a false, misleading or deceptive representation. The counts concern trades of eight vehicles between May and October 2025: a 2009 Volkswagen Tiguan, two 2013 Ford Fusions, a 2014 Chevrolet Cruze, two 2010 Ford F-150s and two 2010 Chevrolet Silverados, each charged at the Town of Whitby “and elsewhere in the Province of Ontario”. Every CPA count sits beside an s. 4(1)(a) count on the same vehicle and date.
The table records five convictions, all under s. 4(1)(a). It carries no conviction row for any of the five Consumer Protection Act counts, and it does not say which five of the ten registration counts the pleas were entered on.
Brampton: a trial on September 3, and four convictions two days earlier
Lillian Kostandy, Nabil Abdelsayed and Mina Abd Elsayed were convicted after trial on September 3 on 16 counts between them, at $1,000 a count. Eleven counts are for acting as an unregistered dealer under s. 4(1)(a). Five are Consumer Protection Act counts under s. 14(1) and s. 17(1), the unfair practice of a false, misleading or deceptive representation.
On September 1, Gheorge Lucaciu was convicted after trial on one s. 4(1)(a) count, and Gurjappan Bhullar, Jaskaran Singh and Mr. Singh Auto Sales Inc. pleaded guilty to one each. All four were fined $5,000, and the rows for Bhullar and Jaskaran Singh add 24 months’ probation.
Every Brampton row lists its document as “N/A”. This section rests on the table’s own columns alone: no Information or endorsement is attached, so the vehicles, the dates of the conduct and whether any of these parties are connected cannot be read from the record.
Newmarket: RYZ Fashion Wear Inc.
RYZ Fashion Wear Inc. pleaded guilty in Newmarket on September 4 to two s. 4(1)(a) counts, $4,000 each. The Information attached to the rows charged the company with eight counts of acting as a motor vehicle dealer without registration, each “at the City of Concord”, over trades dated June 25 to October 28, 2024: five Hyundai Elantras from the 2024 and 2025 model years, two 2024 Honda Civics and a 2025 Volkswagen Jetta. The table does not say which two counts the pleas cover.
Cornwall: the dealer and the salesperson, one vehicle
Seaway Chevrolet Cadillac Buick GMC Ltd. pleaded guilty on September 15 to retaining an unregistered salesperson, contrary to s. 4(3). Jason Warner pleaded guilty the same day to acting as a salesperson without registration, contrary to s. 4(1)(b). The two Informations name the same vehicle. The Information against Seaway alleged that, “being a registered motor vehicle dealer”, it retained “an unregistered motor vehicle salesperson to wit: Jason Warner” in the trade of a 2025 Chevrolet Trailblazer RS on or about May 4, 2026. The Information against Warner charged him over the same vehicle identification number on the same date.
Both rows read “Conviction - Guilty Plea” with no fine, probation or other sentence shown. In the August 24 to 28 batch, 1174206 Ontario Limited o/a Favorit Motors was fined $5,000 on an s. 4(3) plea in Toronto.
The $5,000 minimum
Section 32(4) sets a minimum fine of $5,000 on a conviction under s. 4(1). Nagy-Jakab’s five counts and the four September 1 Brampton convictions were fined at exactly that figure. RYZ Fashion Wear’s two counts at $4,000 and the 11 registration counts from the September 3 trial at $1,000 sit below it, and the table gives no reason for either. The minimum does not reach Seaway’s s. 4(3) count, whose fine range comes from the general maximums in s. 32(3).
